First of all: a resume is called a "curriculum vitae" (or CV) in Europe. In The Netherlands, employers prefer a concise CV, ideally one page, but never more than two pages. It must be tailor-made to the position within the organisation. Always start with your work experience, unless you have just graduated and do not yet have any work experience. Arrange your experience chronologically, starting with the most recent experience. Pay special attention to the job titles of the positions you held: is the job title the same in The Netherlands as in the country you are from? Do not forget to have your diplomas evaluated, so that your employer knows what the comparable Dutch diploma is. Also make clear if you have lived / worked / studied in more than one country as today's employers are specifically looking for employees who have international experience. Last but not least, clearly specify your language abilities.
